Scope of Work

1. The Legal Firm/Advocate shall provide necessary legal service of all nature in consonance with the functions of Kandla SEZ/Kandla SEZ Authority, a Central Government organization.
2. The services to be performed shall comprise of legal opinion and advice to be rendered to the Kandla SEZ/Kandla SEZ Authority, preparing affidavits and attending/presenting of Cases before various courts across the Kutch district and the country except different Benches of Hon’ble CAT, Hon’ble High Courts and the Hon’ble Supreme Court.
3. The Legal Firm/Advocate shall go through the files of the Kandla SEZ/Kandla SEZ Authority involving legal issues and shall ensure saving of interest of the Kandla SEZ/Kandla SEZ Authority.
4. The Legal Firm/Advocate shall be entitled for drafting & appearance charges as fixed by Ministry of Law and Justice, Government of India from time to time on case-to-case basis as per O.M. No. J-12011/6/2025-Judicial/E.158060 dated February 5, 2026 as amended from time to time.
5. Local & outstation travel expenses and Hotel accommodation will be as applicable to a Government Servant drawing Salary at Level-10 as per the 7th Central Pay Commission Pay Matrix.
6. For cases in High Court, Supreme Court and CAT, the Firm shall provide legal advisory services within the retainership for which no fee will be payable separately, if required by the Kandla SEZ Authority.
7. Legal Advice – Providing expert legal advice to KASEZ on various legal matters including compliance with laws and regulations.
8. The Firm shall hold all information concerning the function of this organization in confidence and shall not disclose without prior consent of the Chairman of the Authority/Development Commissioner, Kandla SEZ.
9. The Firm’s advocate shall visit this office twice in a week compulsorily for perusal of files, preparing legal opinion, counter affidavits, suits etc. and also for appraising the Authority about the on-going cases. A fixed retainer ship fee of Rs. 55,000/- per month shall be paid to the Firm/Advocate.
10. The contract is initially for a period of one year which may be extended upto two times each time for a period of one year and also eligible for 10% escalation subject to satisfactory performance and approval of DC, Kandla SEZ & Chairman, Kandla SEZ Authority.
11. The contract can be terminated by either side giving one month’s notice or immediately by paying one month retainer ship charges.
12. On any matter of dispute, the decision of Kandla SEZ Authority/ Development Commissioner, Kandla SEZ shall be final.
13. Compliance and Risk Management: Ensuring that KASEZ operations comply with relevant laws and regulations, and advising on risk management strategies.
14. Legal Research and Analysis: Conducting legal research on specific issues, interpreting laws and regulations, and providing analysis for policy development.
15. The contract may be terminated by either side giving one month’s notice or immediately by paying an amount of Rs.55,000/-

The EoI may be addressed to the Chairman, Kandla SEZ Authority at the above mentioned address. The envelope containing the EoI should superscribe “Expression of Interest for Legal Firm/Advocates”.
